
A routine patrol turned unexpectedly emotional for a Washington police officer who discovered a young girl and her small dog sleeping beneath a pile of discarded cardboard in a downtown alley.

Officer Emmanuel “Manny” Hart said he initially thought he had noticed an animal moving among the trash behind West Clover Street shortly after 2 a.m. “It was the kind of rustle you hear from raccoons,” he told News Break. “But then something shifted — quick, intentional. My instinct said it wasn’t an animal.”

Approaching carefully, flashlight in hand, Hart pulled back an old sheet of cardboard. Beneath it, curled tightly with a faded blanket wrapped around her shoulders, lay a little girl—no older than seven—holding a trembling terrier mix close to her chest.
